NESCA was founded over 35 years ago for three basic purposes; to provide its members with information, education and advocacy. Information is provided to members through monthly newsletters, special bulletins, and at monthly membership meetings. NESCA educates its members through an extensive array of management seminars, supervisory training programs and OSHA training provided through a educational partnership with the General Building Contractors of NYS and Eastern Contractors Association. Advocacy is provided by
NESCA through comprehensive representation of member interests before the State Legislature, public contracting agencies and the business community.
Since its inception in 1971, NESCA has grown into the largest regional subcontractors association in the nation. The association’s growing membership includes both union and open-shop companies.
AFFLIIATIONS
Empire State Subcontractors
Association (ESSA) - The Empire State Subcontractors
Association represents the concerns and interests of more than 900
specialty trade subcontractors, both union and open shop, engaged in
commercial, industrial and public works construction projects
throughout New York State. ESSA is comprised of four affiliated
subcontractor associations located in Buffalo, Syracuse,
Albany and New York City. Founded in 1974, ESSA seeks
legislative solutions to the problems created by such issues as slow
payment, excessive retainage, bid shopping, delay claims, risk
shifting and unreasonable state government regulations.
National Subcontractors Alliance (NSA)
- The National Subcontractors Alliance was formed in 2002 by six of
the nation's larges local subcontractor organizations to exchange
information and ideas, and to keep open the lines of communication
between its members. NSA is currently comprised of twelve member
organizations, with a total membership of over 3,000 member
firms. NSA meets twice a year and is also a member affiliate of
the Associated Specialty Contractors (ASC), a national association of
specialty trade contractor organizations based in Washington,

MEMBERSHIP ELIGIBILITY (TOP)
Any person, firm, partnership or corporation actively, lawfully and substantially engaged in the business of subcontracting, specialty contracting, or the supplying of materials to commercial, industrial or institutional construction projects who can demonstrate that it's membership would serve to advance the purposes of the association is eligible for membership subject to the terms and conditions of
NESCA's Bylaws.
Service companies, such as banks, accounting firms, insurance and bonding companies, and law firms are eligible for membership in NESCA provided they can demonstrate that they provide or have provided substantial construction industry related services for subcontractors, specialty contractors or suppliers which would serve to foster and advance the purposes of the association.

MEMBERSHIP SERVICES
Lien Filing Service - One of NESCA's most important and most utilized services of membership is our lien filing service. NESCA has operated the lien filing service for more than
25 years, and annually files more than 250 liens on behalf of it's members. NESCA will file liens for members on projects located anywhere in New York State for both private or New York State public projects. New York state public projects include work performed for state agencies, cities, counties, towns, villages and school districts. Every member is entitled to the preparation of up to three liens absolutely free of charge in any given
NESCA fiscal year. The service includes preparation of the Notice of Lien, preparation of notification letters and service of the Notice of Lien on the owner and the contractor, filing the Notice of Lien in the appropriate County Clerk's office or with the proper public officials and filing an Affidavit of Service with the County Clerk's office or with the public officials. All filing fees, postage and administrative expenses are covered by NESCA.

Construction Information Exchange - NESCA maintains and regularly updates a data base containing the names of hundreds of contractors for whom members have performed work. Members may contact the
NESCA office for referrals to other members for first-hand information about the business and payment practices of these contractors.
Annual Trade Show - NESCA holds an annual Trade Show at which members have the opportunity to display their products and services before the commercial construction industry. This show typically attracts over 400 general contractors, subcontractors, architects, engineers and other building professionals.
Employee Assistance Program - NESCA has contracted with Human Resource Associates to provide members access to an inexpensive Employee Assistance Program (EAP). The NESCA EAP is designed to meet the EAP requirements found in the Federal Drug-Free Workplace Act, the Federal Motor Carrier Safety Regulations and the NYS Commercial Drivers License (CDL) Law. Member companies may take advantage of our full-service EAP for the low annual fee of $25 per covered employee. Primary features of the NESCA EAP include:
* Confidential counseling and referral service in areas involving drug and alcohol abuse, financial, legal and medical problems which may be affecting employees on the job.
* Human Resource Associates provides a 24-hour crisis hotline with a staff member available by phone around the clock.
* Participating members receive a boilerplate written EAP company policy and program designed to satisfy all federal and state requirements.
* Participating members receive a boilerplate written company drug testing policy and recommended testing service for employee drug testing can be obtained by contacting NESCA.
* Periodic supervisory training programs for participating members are held to instruct management personnel how to measure work performance and detect substance abuse by employees.
Educational Seminars - Through the
NESCA/GBC/ECA Educational Partnership, members have access to monthly seminars, supervisory training programs and other educational programs on a wide varitey of business and construction-related topics.

Membership Directory - Each year, NESCA publishes a membership directory which provides key information on every member including a handy classified listing of the products and services provided by members. The membership directory is distributed to general contractors, specialty subcontractors, architects, engineers, building owners and public contracting agencies for their use.
Albany Safety Training Center - Located at 116 Railroad Avenue, the Safety Training Center is available for use by NESCA members for your hands-on safety training needs.
Monthly Membership Meetings - NESCA holds monthly membership dinner meetings on the 2nd of each month
(October - May) at the Century House in Latham, NY.
Individual Assistance - NESCA's full-time professional staff is on hand to assist members in a wide variety of business and construction-related matters including payment assistance, contract assistance, assistance with OSHA regulations, affirmative action, prevailing wage matters, and a vast number of state and federal laws and regulations which impact on subcontractors and suppliers.
Group Health Insurance Program - The
NESCA Health Insurance Program offers members extremely
competitive rates and the option of selecting any two of three plan
choices: (1) EPO (Exclusive Provider Organization); (2) PPO (Preferred
Provider Organization; or (3) High Deductible HSA qualified plan.
Rates are good for one year from a member’s effective date, and two
